Chase County COVID-19 Grant Assistance Program

• Application Review Process

• Three-Tiered Review Committee Process/Timeline

  • Eligible Expense Committee Role: Review applicant’s grant request expenses to ensure compliance with the Federal CARES Act, when needed consultation is requested of the State of Kansas Regional Technical Assistant. Update of eligibility of submitted expenses continues on a rolling basis until October 30, 2020, to adjust for ongoing State and Federal guidelines and best practice updates. (Scott Wiltse, Chelsea Knight, Jenn Laird)
  • Chamber Committee Role: Review an overview sheet of business/non-profit applicant’s limited information relevant to the matrix model based on the State of Kansas Department of Commerce in SPARK Phase 2 Working Capital grant scoring (Suzan Barnes, Lynn Cunningham, Matt Miller) Scott Wiltse and Jenn Laird will oversee the Chamber Committee, provide relevant application information, scoring matrix, and ensure compliance with conflict of interest standards. Scott and Jenn will not score business applications in this committee round.
  • Finance Committee Role: Review applications for additional information required to meet accounting standards and/or county, state or federal accounting compliance guidelines. (Chelsea Knight and Scott Wiltse)

Scott Wiltse and Jenn Laird will present committee recommendations to the Commissioners for final grant award approval on November 30, 2020.

Application Review Dates:

– Applications accepted online (or via mail if requested) September 15 – October 15, 2020.

– Eligible Expense Committee Initial Review – October 16, 2020 (and ongoing as required with State and Federal guidance updates)

– Financial Review Committee Initial Review – October 16, 2020

– Financial Review Committee Second Review – October 22, 2020

– Chamber Committee Review – October 22, 2020

– Financial Review Committee Final Review – October 27, 2020

– Commission approval – October 30, 2020

– Award announcements – Begin November 2, 2020

– Awardees may collect grant funds from County Clerk beginning at Noon on Tuesday, November 17.

Business and Non-Profit Grant Overview

– up to $1,000

  – Independently owned for-profit, non-profit (501c3 & 501c6), and churches with 10 or less employees

  – For-profit and Non-Profit businesses can apply for “lost revenue” due to mandatory or voluntary closure

  – Eligible expenses include utilities, payroll & wages, mortgage/rent, mortgage insurance, inventory purchase, equipment purchase, and other COVID-19 related expenses

  – County, State or Federal taxes, including property taxes are NOT eligible expenses.

  – Receipts of past purchases, future expense estimates, and other   documentation required

  – MOU required after award notification

– Total Amount in Business/Non-Profit Grant Category $20,000 = 20 grants

Day Care Provider Grant Overview

– up to $4,000

  – State licensed day care providers

  – Eligible expenses include: health supplies,   increasing social distancing measures, outdoor   play equipment, expenses related to extending   hours, expenses related to increasing enrollment   capacity, and other expenses related directly to the   COVID-19 impact

  – Receipts for reimbursable expenses, proposal/estimates for future expenses

  – MOU required

  – Total Day Care Category Grant Amount $32,000 = 8 grants

Food Pantry/Food Distribution Grant Overview

– up to $5,000

  – The local food pantry and other   organizations/businesses creating innovative food   supply options as a direct result of COVID-19

  – Eligible expenses include equipment to increase storage capacity for non-profit food providers,   development of online-ordering of groceries,   transportation of food to seniors, youth, and those most vulnerable to COVID-19.

  – MOU required

  – Total Grant Amount $20,000 = 4 grants

– up to $200

  – For-profit, non-profit, and churches with 10 or   less employees

  – Eligible expenses include but are not limited to   sanitizing equipment, masks, cleaning supplies, hand sanitizer, plexiglass separators, air cleaning systems

  – Receipts for reimbursable expenses,   proposal for   future expenses

  – MOU required   – Total Grant Amount $4,000 = 20 grants
